Really impressive work from City Council Officers!

If you read this blog lots you’ll know that I volunteer as a Street Pastor in Oxford.  Well I was out last Friday evening and had drawn to my attention a dangerous situation in that the railings that are between the river and the side of the steps up from Fisher Row to Hythe Bridge Street don’t actually meet the brickwork of the bridge itself.  The photo shows what I mean.  It is taken looking East towards Worcester Street and George Street from just outside the Oxford Retreat.   You can see the gap is big enough for a person to fall through and that apparently had happened to a rather intoxicated young lady earlier in the month.  One of the door supervisors at the Oxford Retreat told me the story of how he had jumped into the river to save the young woman.

I said I would include the dangerous situation in my report of the night.  The report goes to the Street Pastors Coordinator for Oxford and to the Violent Crime & CCTV Manager for the City Council, Karen Crossan.  Karen reported the issue immediately to the relevant people in City Works and I also sent them a request today.  I am incredibly impressed that they took mine and Karen’s requests extremely seriously and dealt with them so fast.  The result is that “the handrail will now be extended, a stainless steel section will be welded into place tomorrow morning at 0530”.

Licensing and Gambling Acts Committee

This was quite a brief meeting.  It included the quarterly report of licensing activity which was presented ably and usefully as ever by Julian Alison, the City Council Licensing Manager.

Most of the meeting focussed on discussion of the government proposals to deregulate lots of forms of licensable entertainment.  While I welcome reduction of red tape I do feel the current regime does give the City Council some very useful and effective tools to make sure the right balance between people’s right to quiet enjoyment of their homes and licence-holders’ rights to run their businesses.  I don’t feel the City Council over-uses or abuses this at the moment.

In principle while I support deregulating where it is safe to do so, I am clear that local authorities do need to have sufficient legislation behind them to be able to properly balance the needs of all people in this City be they those who want to party into the small hours or those that want to sleep in the small hours so they can study or work in the morning.

I do welcome any change that will allow schools, colleges, Universities, charities etc. to be less hindered by legislation when they want to run what are essentially low-risk problem-free events but I do worry about losing control over some bigger and more problematic venues and/or events.  You can read about the proposed changes on the Department for Culture Media and Sport’s web site.

Licensing and Gambling Acts Committee and General Purposes Licensing Committee

I attended both of these committees today although was last for the first as I had a work meeting that was longer than expected. I had attended the pre-meeting on Monday so I knew there was nothing too contentious.  I’m always impressed at how much hard work the licensing team does and how much they seem to get done.  You can read their update report on the council web site.

The General Purposes Licensing Committee was a bit more interesting and a few things a worthy of mention:

Firstly, my fellow LibDem councillor Gwynneth Royce made some excellent comments about having women represented on the taxi-licensing sub-committee (a panel of three councillors – two labour and one libdem).  It would be fair to say that the panel consists of three white, older males so is not very diverse.  I think diversity is always good on decision-making bodies and Jim Campbell pointed this out saying it’s good to have to work with people who don’t agree with you.  We resolved to invite both Labour and the LibDem group to consider if they might like to change their nominated councillors for this panel so as to make sure both sexes are represented.

Secondly, we discussed the issue of designation of streets for trading purposes.  We agreed to make all streets in the City “consent streets” which means that street trading has to have a licence from the City Council.  This is good because it will simply things and make issues such as on-street car selling on Cowley Road easier to deal with but the legislation has a very broad definition of “Street” so it may affect some food outlets in private car parks such as the one near Wickes on Botley Road and the one in the John Allen Centre at Cowley Centre.  We asked Officers to look carefully at this to see what could be done to mitigate the problem.

Finally we had a discussion about pavement trading stall as there is apparently a problem that the City’s standard 1Mx2M is difficult for traders as the “standard” size you can buy is 1.3Mx2.4M (4ftx8ft).  I’m a bit worried that this represents over 50% increase in area but was assured that this will only be a discretionary increase when officers believe that the larger area is necessary for the type of items being sold (i.e. a flower stall may well need to be bigger than a jewellery stall).  Personally I don’t like the stalls with large objects attached to the side of them either.  They clog up the street and impede pedestrian flow as well as being grossly outside the size limit.  Officers agreed to consider these carefully when doing enforcement.

The meeting finished soon after 7pm.

Turning Gloucester Green into a food court?

I have received much correspondence this week from concerned residents of The Chilterns, the apartments that are along two sides of Gloucester Green.  The applications are 11/01135, 11/01140 and 11/01142. The first appears to be on the West side and the second two on the North side.  All applications are for a change of use from use class A1 (retail) to A3 (hot food restaurant and/or takeaway).

Concerns are around the much larger amount of rubbish A3 units tend to produce and its storage as these are quite constrained sites.  There is also concern that food waste not stored properly will cause bad smells and attract vermin.  I certainly share those concerns and also those about late night running of noisy ventilation fans and of course all the people-noise that more food outlets will inevitably bring.  Some objections are based on the impact more A3 will have on the viability of existing A3 premises but unfortunately this is not a planning reason that can be taken into account when determining a planning application.

What can be taken into account is the actual noise, smell, refuse problems that more A3 units will inevitably cause.  I think this would be a step too far in reducing amenity and increasing nuisance for residents of The Chilterns so I hope these applications are turned down.  There is already another hour added to the opening time (making it 4am) of a food outlet that backs onto the cinema (subject of an earlier blog post) and I really do think that enough is enough this time.

The applicants seem to make the argument that the retail units are not financially viable and that the only way to make these units viable is to let them be food outlets.  I think the applicants (who are the landlords) are rather forgetting that the financial equation also includes the rent payable to the landlord. These applications therefore do rather strike me as yet another landlord being greedy and trying to maximise profit without showing any regard for the amenity of the area, balance of uses of premises or the rights of quiet enjoyment of their properties that those living in the area have.

I am pleased that these applications have been called into the West Area Planning Committee by my Lib Dem colleagues Stephen Brown, Alan Armitage, David Rundle and Jim Campbell and I do hope that when it comes to determine the applications  the new West Area Planning Committee will turn them down.

In the event that the planning use changes are granted then I hope the provisions of the Licensing Act 2003 can be used to prevent any new A3 units from operating late at night and into the small hours that further disturbing the residents of The Chilterns.

Brontë by Polly Teale

Michelle, Nancy and Polly

I was invited to see this production on Tuesday by the Shared Experience Company at the Oxford Playhouse so gladly accepted.  The performance was preceded by a reception where we had talks by Michelle Dickson (Director and Chief Executive of Oxford Playhouse), Nancy Meckler and Polly Teale (co-directors of Shared Experience).

I greatly enjoyed the play. It gave a really vivid and realistic depiction of how life must have been for the Brontë sisters living in that poor vicarage and putting up with their wayward brother.  I found the second half of the production really quite moving but won’t spoil the plot for you here.  I highly recommend going to see it if you haven’t already though! You don’t have much time left but booking is available.

It was good to hear the news that the Shared Experience Theatre Company is now resident at the Oxford Playhouse.  Shared Experience says: “After many years of touring to the Playhouse we have come to enjoy a thriving relationship with both the theatre and it’s audiences. For the first time in it’s 35 year history Shared Experience will have a theatre for a home allowing us to evolve a special relationship with the city. We will premiere many of our plays in Oxford and create events that allow access to our rehearsal process and opportunities to see “behind the scenes” and get involved.  At our rehearsal space in London we will create productions for the Playhouse that will tour nationally and internationally bringing thrilling evenings of vivid theatricality to the widest possible audiences.”

I am however horrified to see that the Arts Council has cut the national portfolio funding for Shared Experience at this exciting and fruitful time of its life.  Shared Experience say “We are shocked and disappointed to hear that we will receive no National Portfolio Funding from 2012. We feel strongly our work delivers the Arts Council’s goals and we are devastated by their decision. We will now take time to consider fully where we stand and explore how we will continue beyond 2012. We very much hope to find a way to continue our new partnership with Oxford Playhouse as their resident company.”

I too hope that the partnership between the Playhouse and Shared Experience can be exploited as best as possible to ensure the continued viability of Shared Experience and the opportunity for the people of Oxfordshire and beyond to enjoy their creative expertise.

City Centre Neighbourhood Action Group

This group met today and discussed various issues around crime and safety in the City Centre area.  It consists of lots of Thames Valley Police staff right from Inspector to Police Community Support Officers.  Community safety officers and estate managers are present as well as resident, park rangers, the City Centre Manager and Nightsafe.

nag.jpg The agenda included discussions about drug dealing & misuse, alcohol-related antisocial behaviour and litter issues.

The NAGs are actually very useful in terms of keeping all the relevant authorities, including the Police,  in touch with each other and enable a much more holistic approach to general community safety and well-being than would otherwise be possible.

The saga of the street lights on Magdalen Bridge

magdalenbridge-postcard.jpgBack in early December 2010 I noticed that none of the street lamps along the North side of Magdalen Bridge was working.  This isn’t strictly in my ward but I cycle home that way every day and it’s still City Centre.  I saw a potential safety issue with cyclists having to pull out to turn right at the Plain and the risk of drivers of buses, cars, vans etc. not seeing them, especially if the cyclists were dressed in dark clothes and not using lights.  Sadly that still happens far more often than it should.  Many students also report feeling unsafe walking over the bridge and the darkness was not going to help that!

I made a report about the problem to the County Council street light repair service on 9th December. That service is normally excellent and things get repaired in a few days, almost always less than a week.  I got a response the same day saying a 24hr job had been raised.

On 13th December I got an update saying the street light repair contractors had attended and found a power supply fault so had passed the issue onto Scottish and Southern Energy the body responsible for dealing with such issues.  SSE is contracted to repair such faults in 20 working days.  I asked if this could be given priority as it affected so many lights and on 14th December the County Council said they would try to pull some strings.

On 12th January 2011 I reminded the County Council that the 20 working days were now up (count them yourself if you don’t believe me!).  Unusually I got no reply so sent a reminder on 17th January.  I got a reply quickly that said, among other things:

“Guaranteed Standards of Performance for street lighting cable fault repairs became a statutory requirement from 01 October 2010. We will therefore claim penalty payments from SSE at £10 a day, for every day over 20 working days the fault is outstanding.”

I was also given the contact details for a person at SSE and the job reference so I could complain directly.  I did so, as did the Bursar of a nearby College.  I got a “not me guv” type of reply yesterday helpfully giving the contact details of the Oxford Depot manager for SSE as well as the engineer dealing with the issue. But still no progress!

Earlier in the week, while I was dealing with the order for Cherwell Student Newspaper for our department I mentioned this issue to the person I was dealing with.  He passed it on to one of the Cherwell journalists who has today pursued SSE about the issue.  I think the word “journalist” must have worked better than the word “councillor” because the job has now magically been programmed!

I have had an email this afternoon from the County Council saying:

“I have been told by SSE that there is a major cable fault on the bridge, which will require a power shutdown affecting businesses in the area (such as Sainsbury’s). The work has been programmed for next Thursday to allow the relevant businesses to be informed.”

So there we are.  Some casework is easy, some takes ages and far too much chasing!  I am amused that a journalist managed to achieve, in about half an hour, more than I have achieved in a month with this issue! Well done Cherwell.  The £10/day fine for missing the service deadline does seem a rather paltry amount and is hardly going to make contractors take much notice of the20-day limit.  I wonder why it is set so low.

Christmas Light Night

newschristmaslightnightlogo.jpgThis event is becoming a bit of a tradition in Oxford.  I went to the opening at the Divinity School.  The Vice Chancellor of Oxford University, Andrew Hamilton; the leader of Oxford City Council, Bob Price; and the Chair oflight-night.jpg Oxford Inspires, Tony Stratton all gave speeches thanking everyone for their involment in all that makes our City great at this time of year.

I had a wander round Broad Street and I thought it looked really magical with the main street lights off and all the Christmas stalls and lights.  I was quite surprised at how busy the area was.

Licensing and Gambling Acts Committee

I chaired this meeting today as the chair, Mary Clarkson was unavailable.  I’d had lunch with her on Monday to talk through the issues so I felt well briefed.  The agenda today consisted of three main items:

The review of the City Council’s statement of licensing policy.  This policy has to be regularly reviewed and there were no major changes.  The most significant is that it now allows members of the City Council to have representations heard as an interested party for any licensable premises in the City – they not longer have to be resident locally to it.

The second item was the Committee’s response to the Home Office Consultation entitled Rebalancing the Licensing Act.  A balanced and proportionate response had been prepared by our licensing team leader and the committee was happy to re-endorse it (as it had had to be sent last month after approval by me as vice chair and Mary as chair).  An interesting proposal is to give local authorities discretion to set license fee levels.  I think this might be useful firstly as a levy for very late opening so that the Police can be better resourced to cope with the consequences of later opening, and secondly as a levy on off-licences to fund test purchasing to make sure sales are not being made to those under the age of 18.

The third item was the update on licensing activities by The Council.  I was impressed at the can-do, proactive approach taken by our licensing team that had produced so much better control of licensable activities without stifling well-run operations.  We talked about the Tesco (St Aldates) appeal that had been allowed by magistrates and there was a feeling that the appeal had been allowed because the original panel had refused the application on grounds of crime and disorder even though there had been no objection from the Police.  We talked about a couple of other cases and about the need for panels to make proportionate decisions that actually address real problems for which there is evidence rather than second-guessing what might or might not happen.  We also talked about the special saturation policies in place for the City Centre and East Oxford and discussed how applicable they are to off-licenses selling alcohol outside of the troublesome times that the SSP is in place to address.

Finally, I couldn’t resist linking to this image from a story in the Daily Mail from March 2008.  Thankfully things are not like that in Oxford, largely thanks to the excellent work of our licensing team headed by Julian Alison and its partnership working with Thames ValleyPolice, Nightsafe and other organisations.

We completed the meeting in a little under an hour.

Street Pastors: Commissioning and our first night on Oxford’s Streets

blog.jpgWhat an exciting night!  I was commissioned along with around a dozen other Oxford Street Pastors yesterday evening and New Road Baptist Church.  We were addressed by DCI Colin Paine of Thames Valley Police and by Revd Paul Rush of the Ascension Trust, that sets up each Street Pastors Scheme.  I’m pictured here with Ruth Wilson, a member of St. Columba’s United Reformed Church, like me.  There were people from many local churches and denominations being inducted as Street Pastors.  Rob and Gemma Winn from Wesley Memorial Church have worked very hard in setting up the scheme and we are very honoured to have Pearl Lewis from the Salvation Army as our coordinator.

We started at 10pm and walked around Cornmarket Street, George Street, Park End Street, Hythe Bridge Street, Frideswide Square and St. Ebbes.  We met and spoke to lots of people.  Many were just interested in what we were doing, some wanted to know where to find a cab, a few women had tired feet and had taken their shoes off and so were grateful for the Street Pastors flip-flops that we were handing out.  One group of us got into a really deep conversation with someone about problems at home and were the first people this person had felt able to talk to about it.   We picked up quite a few glass bottles off the street and put them in bins thereby reducing the likelihood of their causing injury or being used as weapons.    We spoke to quite a few homeless people who seemed genuinely pleased of the conversation and attention. There were some humbling stories.

I think we successfully stopped a fight from happening by going up and chatting to a group of young men who I think had had one to many drinks.  Street Pastors is not about breaking up fights – that the Police’s job – but it is amazing the effect seeing a person wearing a clear Street Pastors uniform has on people.  They want to chat and their aggression just seems to evaporate.  Quite the opposite reaction that people unfortunately sometimes have to the Police.

Towards the end of our session we met a very drunk young man who couldn’t stand up and was rather ill.  We helped him, giving him water, and making sure his friends knew how to look after him and were not going to leave him.   We finished around 3.45am after an incredibly rewarding evening.  I can’t wait to go out again!

We were really grateful for the support of Karen Crossan, Oxford City Council’s nightsafe manager; and of Thames Valley Police for being so friendly and supportive.  You may ask why I am writing about this in my council blog.  Well apart from the fact that most of our pastoring happens in my ward, Carfax, I think doing things in the community, whether they be as a response to faith or not, is very important for councillors if we are to stay in touch with our constituents.

On a theological note, I think that doing things together with other denominations of Christians is extremely important and is absolutely the way we grow together in common understanding of our calling.  Sure – we have differences of opinion on some things but I think we are all agreed that we are called to share God’s love, care and listening with all those we meet on the streets in our 10pm-4am sessions.
